CHINA-PAKISTAN NUKE DEAL: Separating Fact From Fiction 
China’s commitment to provide Pakistan with two additional civilian nuclear reactors has created great unease in the international nonproliferation community. While some compare this assurance to the U.S.-India nuclear cooperation agreement, the differences between the two are significant. Unlike the U.S.-India civilian nuclear initiative, whose terms were publicly debated, the Sino-Pakistani agreement is a secret covenant, secretly concluded. China appears willing to dismiss its obligations to the Nuclear Suppliers Group (NSG)—which it joined in 2004—by privately claiming that the prospective sale is grandfathered under a Sino- Pakistani contract dating back to the 1980s.  Read the Article.

DIREC 2010: The Biggest Global Event In Renewable Energy  
The Delhi International Renewable Energy Conference (DIREC 2010) being held from 27-29 October 2010 in New Delhi is the fourth in the series of global ministerial conferences held in Washington (2008), Beijing (2005) and Bonn in 2004. The theme of the Conference is “Upscaling and Mainstreaming Renewables for Energy Security and Climate Change”. The China Factor in Southeast Asia  
In the last few years, China has initiated a comprehensive policy of interacting with the10-member Southeast Asian groupings for political, strategic, economic, trade and cultural considerations. In the aftermath of the United States (US) and the then Soviet Union’s withdrawal of military bases in the Philippines and Vietnam and the recent US focus on Afghanistan and Iraq, China sensed strategic opportunities in Southeast Asia. China tried to fill the power vacuum in the region with the initiatives of free trade area and joining various multilateral groupings. China’s maximalist approach in Southeast Asia is for political dominance of the region by replacing US/Japanese influence in the long run as that would constitute the building blocks in becoming a major power.   Subscribe to Read

CYBER WARFARE: Dragon's Hard Drive Over-Hacktive      
The Military Power of the People’s Republic of China (PRC) 2007 report suggests that, in addition to the Red Army’s army, navy, air force and rocket arms, the Chinese government is putting together a team to deal with electronic and online arenas. According to the report, “People’s Liberation Army authors often cite the need in modern warfare to control information, sometimes termed an ‘information blockade’... China is pursuing this ability by improving information and operational security, developing electronic warfare and information warfare capabilities, denial-of-service and deception... INDO-CHINA RELATIONS: Need For Consistent Dialogue 
India was among the first few countries to recognise and establish diplomatic relations with the People’s Republic of China. The early fifties saw the euphoric phase of ‘Hindi-Chini Bhai Bhai’, despite the Chinese attack over Tibet leading to its occupation subsequently. The Chinese occupation of Tibet was a grand design of Chinese claims over large parts of areas south of the Himalayan ranges, based on its historical notion of the lost territories. Ignoring the Chinese politico-strategic concerns across the Himalayas, India tried to engage with China in a peaceful dialogue and evolved the five principles of peaceful co-existence (Panchsheel) in 1954, as the guiding principles of bilateral relations. India’s idealist perception failed, in a way, to understand China’s priorities, strategic interests and its non-accommodative approach.  Subscribe to Read.

KYRGYZTAN POLLS: Pains Of Political Transition
Voting in Kyrgyzstan’s 10 October 2010 parliamentary polls has once again revealed the extent of the deep fault lines within that country. Twenty-nine parties competed in the elections for Kyrgyzstan’s 120-member parliament but only five parties made it under the country’s proportional representation system, which requires every party to garner a minimum of 5 per cent of total votes nationwide to qualify for a place in Parliament. The immediate fallout was another round of protest in the country’s capital, Bishkek. Even though most Western observers including the OSCE (Organisation for Security and Co-operation in Europe) had given a clean chit to the election process, some doubts persisted over its fairness.

VENEZUELA POLLS: President Chavez Is Down But Not Out   
The 26 September national elections in Venezuela made news primarily for the setback received by President Hugo Chávez’s United Socialist Party of Venezuela (PSUV) despite retaining majority in the 165-seat National Assembly. Winning 98 seats along with its allies in the 165 National Assembly seats, the ruling party yielded too much space to the Opposition. BRAZILIAN ELECTIONS: Consolidating Democratic Credentials  
The 2010 Brazilian elections are not merely going to be decided on the economic policies enunciated by their respective political parties – there are many other factors that come to play, including the antecedents and the personality of the contestants. The candidates who are in the fray include the front-running social democrat strongly being supported by the outgoing President Luiz Inancio Lula da Silva of the Workers’ Party. AYODHYA VERDICT: Faith VS Law  
There were two issues before the Honourable Court--Whether there was Ramjanambhoomi temple which was demolished and a mosque constructed and to who does the title of land on which the demolished structure stood before 6th December 1992 belong? Going by the law of evidence, as Justice Sudhir Agarwal himself admitted, it is not possible to prove where Ram was born and so, the Honourable Court could have maintained that it is not possible for this Court to determine whether Ram was born precisely at that spot where the Hindu litigant claimed he was born and it could have given its verdict about the title of the land as per the evidence placed before it or on the basis of its own findings in keeping with the laws of evidence and that of adverse possession.  Subscribe to Read.

G20 IN KOREA: Development Issues High On Agenda    
The primary focus of the Seoul Summit in November will to build on the gains of the previous G20 commitments in an established timeframe. Korea’s desire to make development issues a central part of the G20 discussions, has been agreed by other G20 participants. Efforts to place development policy firmly on the G20 agenda received a boost in Toronto, when the participants agreed to create a G20 development policy working group, which has since been co-chaired by Korea and South Africa.
